Emerging Needs Fund In order to increase United Way's flexibility to respond to new or emerging needs, the board of directors of United Way of the Capital Area created an Emerging Needs Fund to provide financial support, outside of the traditional allocations process, to programs that are meeting the needs in United Way's community priority areas. The Emerging Needs Committee uses United Way's assessment of new or emerging community priority areas to identify or encourage the development of programs that meet these needs. The Committee also leverages support for collaborative initiatives that include local government, religious organizations, foundations, corporations and individuals. 2003 Emerging Needs Grant Recipient
